Roger Dean Chevrolet Stadium & Sports Complex Renovation

Project Description

The Roger Dean Stadium is a baseball stadium located in Jupiter, Florida, that hosts the spring training games of the Miami Marlins and the St. Louis Cardinals, as well as the regular season games of the minor league teams Jupiter Hammerheads and Palm Beach Cardinals. The stadium was built in 1998 and has a seating capacity of 6,871. The stadium is also used for concerts, festivals, and other events throughout the year.With a shared vision for excellence, Barton Malow in partnership with Charles Perry Partners, Inc. (CPPI) and Total Solution Contractor (TSC) as Mentor-Protege are bringing their extensive sports expertise to Palm Beach County for this transformative project.

The renovations to the facility include:

  • Renovation to the existing Cardinals and Marlins Clubhouses
  • Construction of new Player Development Facilities for both Clubs
  • New Batting Tunnel Facilities
  • Renovations to Stadium Operations Offices, Visiting Team Locker Room, Umpire/Staff and Press Areas
  • New 3rd Base Grandstand with Amenity Space
  • New Team Store

Project Goals and Requirements

Pursuant to the Palm Beach County Code Section 2-8/0.20 – 2-80.40 (EBO Ordinance) which is applicable to this Project, contracting and subcontracting opportunities for S/M/WBEs are encouraged.  Proposals will be evaluated based on the selection criteria set out in the RFP including the Affirmative Procurement Initiatives (APIs) for the project, which have been established as a minimum of twenty percent (20%) SBE participation of which five percent (5%) must be MBE participation by African American and/or Hispanic American firms.

Procurement: Understanding Process

  1. Search for Bidders – Project teams review internet databases, owner recommendations and community partner lists for vendors who match upcoming bid packages. 
  2. Outreach Event – Vendors who attend the Outreach Event have the opportunity to meet the Barton Malow team, learn more about the project and connect with potential partners.
  3. Register + Pre-qualify – All vendors interested in bidding on the project must both Register and Pre-qualify. Vendors must register for each project they are interested in bidding.  Vendors pre-qualify their business only once – this step is not required for every project.
  4. Invitation to Bid – Registered and pre-qualified vendors will receive an invitation to bid on the project. This will be sent via email using the Barton Malow online bidding tool, BuildingConnected.
  5. Pre-bid Meeting – Invited bidders have the opportunity to attend a pre-bid meeting where they may ask further questions about the project, working with Barton Malow and the scope of work they have been invited to bid on.  
  6. Bid Day – This is the day all bidders submit their bids for review. Bids must be submitted according to the process and procedures outlined in the materials received with the invitation to bid.
  7. Bid Evaluation – Bids received will be reviewed based on the project’s evaluation criteria.  Bids are evaluated by the community engagement team, construction project team, the owner/client and a neutral compliance party (as applicable).

Project Timeline

The renovation project is expected to start in October 2024 and Substantially Complete by February 2026, in time for the spring training season. The project will be divided into phases, the duration and scope of each is still be finalized.
